Paola Pavón is the prefect of the Pichincha Province, where Quito, the capital of Ecuador, the oldest capital of South America and the first headquarters of UNASUR, the Union of South American Nations, now abandoned by all countries except Venezuela.
Like Donald Trump who refuses to leave Syria, despite being defeated, Lenín Moreno has been defeated by Paola Pavón, but wants to keep her with a shackle, to prevent her from escaping.
Paola Pavón was accused of altering public order, and even of armed subversion, but when it was found that she only expressed disagreement with economic measures, such as the rise in fuels, and sympathized with the thousands of Ecuadorians who went out in protests , it was intended to involve it in the fire of the Comptroller
The Comptroller's Office was the place from which the policemen shot at the protesters, who were protesting in the Arbolito Park, which is in front, it was the meeting place, of the members of CONAIE, Confederation of Indigenous Nationalities of Ecuador, arriving the police to kill some young protesters, which ignited popular anger.
The natives, who at that time were thousands of peasants who invaded the city of Quito, to express their anger at the rise in fuels, and decree 883, were those who set fire to the Controllership, seeing their companions killed, by the policemen who fired from the parking lots of the second and third high floor of the institution.
But Lenin Moreno invented the lie that the culprits were responsible for the fire, because there was evidence of the robberies of the government of Rafael Correa.
In the mouth of the liar, the truth becomes doubtful. In Ecuador no one believed him, because since the second day of his term, the lies became frequent, the accusations against Correa abounded, which today is prosecuted with 29 trials, Vice President Jorge Glas was imprisoned, without the overwhelming proof of appropriation illicit funds, so he was accused of association to commit crimes, and he was tried with laws that no longer exist and with judges without solvency or independence.
Finally, a judge acknowledged that, as is most frequent in this government, it was a false accusation, without legal support, that did not justify the arrest of a provincial authority such as Paola Pavón.
Today the freedom of the Prefect is a defeat for Interior Minister María Pula Romo, accused of killing the protesters, by the indigenous people and observed by the UN Human Rights Commission, which proposed to end Pavón.
It is also a defeat for Lenin Moreno, who accused the correistas and even Venezuelan infiltrators, obedient to Nicolás Maduro, of the excesses in the protests and especially of the Comptroller's fire. And he did it before CNN, at the meeting of the member countries of Prosur, before the UN, and especially before the OAS, which with his secretary Luis Almagro, were complicit in a campaign against the governments of 21st century socialism, such as Maduro and Evo Morales, who finally managed to take a coup.
The Paola Pavón prison, also aimed to get her out of the Pichincha Prefecture who won in the 2019 elections and which was Rafael Correa's most famous victory.
To get her out of office, they must have her in jail for more than 60 days maximum time she could be absent.
Fortunately, the OAS Rights Commission established precautionary measures so that she was not removed from the prefectra and finally a judge gave her the freedom to re-handle the destinies of Pichincha.
The strategy of removing the correists from the positions in the Council of Citizen Participation, the fifth power of the state and which Moreno used, for a popular consultation to take out finger people who facilitate the control of the Judicial, Electoral Power, of the Constitutional Court and the Superintendencies of Banks, Companies, Fair Trade, Communications and media.
In addition, to maintain control of the citizen participation council, he changed the way of electing his members, which were previously done by social organizations and called for them to be appointed by popular vote, in the elections of mayors of 2019.
But his candidates for the Council of Citizen Paticpation lost and won Correa's supporters, so through the National Assembly, where he has a majority, thanks to traitors like him, current members of the Country Alliance and representatives of the opposition to Correa, he managed dismiss them and put those who were faithful.
This is the third most famous failure of Lenin Moreno, in his government, because the first was to have to withdraw decree 883 after the demonstrations, the second the rejection of the second package of economic measures, after the failure of the first, by the indigenous resistance, and now the freedom of the Prefect of Pichincha and the impossibility of removing it from the prefecture.
While the prefect was imprisoned, she was projected as the best candidate of the Citizen Revolution for the presidency, but now it seems most convenient that she remains in the prefecture of Pichincha, a stronghold of correismo and the figures that emerge are Assemblywoman Gabriela Rivadeneira, former president of the National Assembly, in the times of Correa, now a refugee in the Mexican Embassy, for the persecution of Moreno, and that of Virgilio Hernández, the indigenous, who was also imprisoned with Paola Pavón, for his resistance to the measures economic conditions in the October strike
